Particularly those who have joined the Flash Family in the last decade such as Wallace West and Avery Ho. It also ignores the feats that Wally West has pulled off that easily put him on the same level as Barry Allen. But Barry’s expression is less of a concrete prediction and more of a recognition of potential in Bart.
